Investing in Hydrogen: Finance, Risk, and Market Growth
Hydrogen investment is surging as governments worldwide race to decarbonize heavy industries that electrification alone cannot touch. With global energy transition spending hitting a record $2.3 trillion in 2025, up 8% from the prior year, hydrogen's role in cutting emissions from sectors like steel, chemicals, and long-haul transport is drawing billions in commitments despite market headwinds.
Recent policy shifts have accelerated this momentum. In 2025, the U.S. allocated funds through the Inflation Reduction Act's $3 per kilogram clean hydrogen tax credit and $8 billion for regional hubs, with seven selected and early deployments underway. China's 15th Five-Year Plan, starting in 2026, elevates hydrogen to a strategic priority, mobilizing state enterprises and subsidies. The EU's first €720 million auction in 2025 bridged cost gaps for renewable hydrogen, enabling large-scale electrolyzer projects. Globally, committed investments reached $110 billion across 510 projects by late 2025, up $35 billion from the previous year.
Production is scaling rapidly amid these supports. Low-emissions hydrogen output neared 1 million tonnes in 2025, up from 0.5 million in 2020, with committed projects set to hit 4 million tonnes by 2030. The real-world stakes are high for industries facing carbon pricing and net-zero mandates. In the U.S., the chemical sector alone consumes 30% of manufacturing energy, much of it fossil-based; hydrogen offers a viable alternative for ammonia and refining processes. Companies like Air Liquide and Ballard Power Systems are pivoting to hydrogen tech, creating jobs in supply chains from electrolyzers to storage. Nations like Canada, through groups representing over 200 organizations, aim for export leadership, potentially reshaping trade balances. Investors face risks from cost overruns—green hydrogen remains pricier than gray variants at $3.74 to $11.70 per kilogram today—but opportunities abound as markets forecast growth to $226.1 billion in 2026 from $214.7 billion in 2025.
Impacts ripple across stakeholders. Heavy emitters in steel and shipping could see compliance costs drop with hydrogen adoption, avoiding penalties under regimes like the EU's Renewable Fuels of Non-Biological Origin rules. Developing economies, including India with its production-linked incentives, stand to gain energy security and industrial edges. However, overreliance on subsidies—global allocations fell 20% to $222 billion in 2025—poses risks if policies shift, as seen in 50% valuation drops for hydrogen firms in 2024-2025. Still, with infrastructure revenues eyed at over $7.45 billion in 2026, the sector's strategic value in energy storage and cross-border trade is cementing its place in the net-zero push.
