Defence Modernization Urgency

The impetus stems from Russia's ongoing war in Ukraine, which has exposed Europe's vulnerabilities, alongside conflicts in the Middle East and rising cyber threats. France is acquiring new assets like a nuclear-powered attack submarine, 362 armored vehicles, and Aster missiles to enhance air defence, mobility, and space capabilities.

The real-world fallout hits French public finances hard. With a deficit projected at 5% of GDP—down from 5.4% in 2025 but above the original 4.7% target—the government faces trade-offs, slashing €9 billion elsewhere while sparing interior, justice, and defence ministries. Protests erupted from unions arguing that diverting funds from healthcare and education misplaces priorities in a 'war budget.' Over 3,000 demonstrators marched in Paris last month, highlighting tensions between security needs and social welfare. Meanwhile, NATO's new 5% GDP spending goal by 2035 pressures France, currently at about 2.1%, to accelerate.

Geopolitically, this surge aligns with Europe's quest for autonomy, strained by US uncertainties under the Trump administration's Greenland pursuits. France leads calls for a 'European NATO,' urging higher EU spending and a 'Buy European' act to curb reliance on American tech. Discussions with Germany on sharing France's nuclear deterrent underscore intra-European divides: Paris seeks joint debt for €1.2 trillion in investments, while Berlin demands French social reforms first. For Canada, this creates openings; a new roadmap with France targets actionable defence cooperation, and Canada's entry into the EU's SAFE program as the first non-EU nation allows preferential access for its firms.

Non-obvious frictions emerge in procurement. France warns domestic firms it may buy European if they fail to deliver faster or cheaper, potentially sidelining locals in favor of cross-border ventures. Risks of inaction loom large: delayed modernization could leave France exposed in high-intensity conflicts, with strategic reviews warning of shrinking warning times.
