Delegation of Procurement Authority (DPA) Training for OASIS+
The U.S. General Services Administration's (GSA) expansion of its OASIS+ program into Phase II in January 2026 is transforming federal procurement. This shift to continuous enrollment and the addition of five new service domains allows ongoing access for contractors. It aligns with a broader push to consolidate government buying, cutting waste and boosting efficiency. Executive Order 14240, issued in March 2025, mandates such consolidation to save taxpayer dollars.
OASIS+ is a suite of multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contracts for non-IT professional services. Designated as Best-in-Class by the Office of Management and Budget, it streamlines acquisition for complex needs. Phase II, announced on December 4, 2025, expanded from eight to 13 domains. New areas include Human Capital, Marketing and Public Relations, Social Services, Facilities, and Logistics. These additions stemmed from market research and a June 2025 Request for Information seeking industry input.
The change matters now because federal spending on professional services exceeds $100 billion annually. Legacy OASIS contracts totaled over $35 billion. OASIS+ aims to capture more through consolidation. Continuous open solicitations, starting January 12, 2026, remove fixed deadlines. This enables more firms to qualify over time.
Federal agencies benefit from a single vehicle for diverse services, reducing procurement timelines. They can bundle requirements across domains like management consulting, engineering, and now human capital. This cuts administrative costs and speeds mission delivery. For instance, the Department of Defense and other agencies can access integrated solutions without multiple contracts.
Contractors, particularly small businesses, face new opportunities. OASIS+ includes set-aside tracks for small firms, service-disabled veteran-owned, HUBZone, and women-owned businesses. Over 1,000 contractors already hold spots, with weekly updates to the list. The expansion invites more competition, potentially injecting innovation into government work.
Taxpayers stand to gain from reduced duplication. Consolidation under GSA vehicles like OASIS+ could save billions by leveraging volume discounts and standardized processes. However, challenges include ensuring fair access for newcomers amid established players.
